Socioeconomic pressure; coercion that doesn't involve physical force at any point. Consider how well this works in other areas: We have no hate speech laws in the U.S. Michael Richards and that fire chief are free to spew n-bombs all they like. The rest of us are free to not associate with them, and the impact is enormous.

The above can be applied in other areas: We get the zeitgeist to find it unacceptable that anyone not pay their fair share. If someone says "fuck you, it's my money" the IRS won't come throw them into a rape room, but they'll find themselves unable to conduct much business, all the way down to buying groceries.
